Mount Vernon Optic-Herald

Mark Beggs is the first Texan to receive the Brock Speer Scholarship Award. He is the first freshman student at the Ben Speer’s Stamps-Baxter School of Music in Tennessee to be granted the award as well. He received one of two scholarships presented this year.
