The City of Mount Vernon declared February as Black History Month in a proclamation signing ceremony at Mount Vernon City Hall Tuesday, Jan. 20. Councilwoman and Mayor Pro-Tem Darlene Hatcher announced Feb. 12 as the date of a locally organized program on black history.
