Franklin County Commissioners gave approval for crews laying the TransCanada Pipeline for Keystone Energy Corp. to cross county roads. The court granted permission with standards set as proposed by the company. The pipe line will cross 12 miles across southern Franklin County and will cut across county roads in eight locations.
