The local county wide personnel policy is not enforceable, Franklin County Attorney Will Ramsay told members of the Commissioners Court at their regular meeting Monday. What brought the entire policy into question was whether or not random drug testing is to be conducted on all county employees that drive or could be required to drive a county owned vehicle.
