Legend Contracting of Houston was the successful bidder for the Home Program contract with the City of Mount Vernon. The contractor submitted a low bid of $61,478 per unit, almost $369,000 total, for the potential six homes to be built. The Home Investment Partnerships Program (HOME) is funded by the U.S. Department of Housing and Urban Development (HUD) through the State of Texas. The program is designed to provide decent and affordable housing. It is reportedly the largest Federal block grant to U. S. states and local governments exclusively to create affordable housing for low and very low income families.
