Franklin County Commissioners Court members will conduct the second and final  public hearing on the 2013 Budget and its supporting tax rate Monday, Sept. 10. The meeting will be at 9 a.m. in the courtroom of the West Franklin County Courthouse Annex, 208 Hwy. 37 in Mount Vernon.
