The instrument is often used by copper thieves to remove copper lines from electrical poles in rural areas. This extension pole, assembled in four six foot sections, carries a heavy duty cutting tool on the top end with rope to pull the blade.  For more information, see the Oct. 11 edition of the Mount Vernon Optic-Herald.
