Kwame Nunno Smith was issued a citation for violation of a City Ordinance: obstructing the roadway on Thursday, Feb. 21 around 2 p.m. Mr. Smith was traveling north on Hwy. 37 and attempted an illegal u-turn to head back south. His truck became stuck during the turn and the roadway was blocked.
