Two projects outlined by KSA Engineers for the sewer line replacement and the waste water plant improvement project were approved by Monday by the Mount Vernon City Council. Council members have been negotiating with the engineers for about three months on procedures and costs. “We want to make certain we are getting what we pay for, but there are times that some expenses just cannot be avoided,” stated Tony Stonecypher, new city administrator.
