Franklin County’s reporting and tracking criminal cases is above average, according to the Texas Department of Public Safety Criminal Records Service. The county has a five year average of 96 percent resolution for adult cases and 100 percent resolution for juvenile cases. That is well above the required average of 90 percent for the five year period.
