ADVERTISEMENT TO BID MOUNT VERNON ISD DRAINAGE IMPROVEMENTS 10/29/2009

Mount Vernon ISD and Gallagher Services invite bids from all interested Contractors for the Mount Vernon ISD Drainage Improvements project.  All bids received will be evaluated in accordance with the Texas Education Code in order to obtain the best overall value for the Mount Vernon ISD.  The information below is provided as a general overview of the bidding requirements and procedures and does not replace or supersede any other information contained in the contract documents.

BID SECURITY:    Bid security (bid bonds) will not be required on this project.  However, Gallagher Services reserves the right to require bid security from the bid package contractors to ensure that their bid remains valid for sufficient time between bid submission and contract finalization.

BID FORM:    ALL  bids shall be submitted on the Construction Bid Form provided in the contract documents.  NO attachments to the bid form will be allowed.  Each bidder shall include unit prices and alternates in the proper location on the bid form, as applicable.

BID EVALUATION:    In accordance with the Texas Education Code, bids will NOT be opened publicly and will NOT be disclosed to anyone other than members of the project team (Mount Vernon ISD, Corgan Associates, Gallagher Services).  The bids will be reviewed and ranked by the team to determine the best value for the District using ranking criteria similar to that used for selection of the Construction Manager at Risk.  Bid tabulations will be made available seven days after the GMP is approved by Mount Vernon ISD or the date that the contract for each trade is executed, whichever is later, as required by the Texas Education Code.  All requests for bid tabulations should be sent to Gallagher Services via e-mail to Jeff Fisher (

BONDS:    Performance and Payment Bonds WILL be required of any Bid Package Contractor awarded a contract of $25,000 or more.  The cost of these bonds SHALL be included in the base bid.

INSURANCE REQUIREMENTS:    General Liability, Automobile, Workers Compensation, Excess Liability and other insurance WILL be required of each Contractor performing work on the project, WITHOUT EXCEPTION.  Refer to the contract documents for insurance requirements.  All cost of required insurance coverages and endorsements SHALL be included in the base bid.

).  All bids shall be based on a complete set of bid documents and a thorough review of the site.  All bidders shall visit the site where the work is to be performed and become familiar with local conditions as they might in any way affect the cost and/or execution of the Work to be bid. Addenda will be posted on Gallagher Services website, www.gallaghertx.com.  Contract documents will also be furnished to area plan rooms.

SCOPE OF WORK:    EACH PROSPECTIVE BIDDER SHALL REFER TO THE BID PACKAGE MANUAL FOR THE SPECIFIED SCOPE OF WORK REQUIRED FOR EACH RESPECTIVE BID PACKAGE.  NO EXCLUSIONS WILL BE ALLOWED TO ANY BID PACKAGE SCOPE OF WORK, UNLESS APPROVED BY GALLAGHER SERVICES.

) and shall be received no later than 4:00 PM, Monday, June 15, 2009 to allow adequate time to respond.  NO answers will be binding unless confirmed by an addendum to the contract documents.

PERMITS & FEES:    ALL bidders shall include the costs of all permits and fees required for their scope of work in the base bid.

SALES TAXES:    This project is exempt from sales taxes, DO NOT include sales taxes in the base bid.  Refer to the contract documents for details.

PAYMENT PROCEDURES:    Payment applications will be due to Gallagher Services on the 4th of each month and will be paid promptly upon receipt of funds from the Owner.

CONTRACT FORM:    The delivery method for this project is Construction Manager at Risk.  This method requires that all contracts to bid package contractors and material suppliers be with Gallagher Services.  We will use our standard form of agreement, a copy of which is included in the contract documents. Modifications in any way to the standard form of agreement will NOT be allowed.
