CONTRACT CONDITIONS FOR THE SUPPLY AND INSTALLATION OF NEW ELEMENTARY SCHOOL FURNITURE AND FIXTURES FOR THE MOUNT VERNON INDEPENDENT SCHOOL DISTRICT
The Purpose of this Advertisement is to notify a group of qualified vendors and suppliers to supply competitive sealed proposals for the Supply and Installation of Furniture and Fixtures for the New Elementary School for the Mount Vernon Independent School District.
Proposals will be received by the Mount Vernon Independent School District until 2:00 P.M. on Tuesday, December 15, 2009. Each Proposer shall identify his sealed proposal by typing on the outside of the envelope “COMPETITIVE SEALED PROPOSAL FOR SUPPLY AND INSTALLATION OF FURNITURE AND FIXTURES FOR THE NEW ELEMENTARY SCHOOL FOR THE MOUNT VERNON INDEPENDENT SCHOOL DISTRICT.” Proposals received by hand delivery or mail after 2:00 P.M. (central time) Tuesday, December 15, 2009 will be returned unopened. Proposals will be opened publicly and read aloud in the Administration Building immediately afterwards and only the name of the parties submitting proposals and the monetary amount of their base proposals shall be read aloud.
Beginning November 24, 2009 at 2:00 PM bidders may obtain a set of Proposal Documents from Ricoh Graphics, 1100 Capital Avenue, Plano, TX 75074, (phone 972-423-7444) or from Sangeetha Karthik at Corgan Associates (phone 214.748.2000) upon presentation of a refundable deposit check in amount of $35.00 for each set of documents, made payable to Corgan Associates, Inc.. Each Vendor will be allowed to pick up a maximum of three sets of Proposal Documents. Deposit check will be returned if Proposal Documents are returned to the printer, in good condition, within 10 days of date of proposed opening; otherwise, no refund will be made. Deposit is a prerequisite for obtaining Proposal Documents. Proposers will not be allowed to pick up Proposal Documents without first making deposit. Proposal Documents will not be mailed unless Ricoh Graphics has received deposit check in advance.
The estimated budget for this entire package is Six Hundred Thousand Dollars, ($600,000.00).
Proposal Documents will be furnished to established Plan Rooms without charge.
Owner reserves right to waive any informalities or to reject any or all Proposals.
No proposer shall withdraw a proposal within 45 (forty five) days after the actual date of the opening thereof.
Within 45 days after the opening of the proposals, the District shall evaluate and rank each proposal submitted in relation to the selection criteria set for the in the Project Manual, which selection criteria are incorporated by reference herein.
The District shall select the proposal that offers the best value to the District based on the selection criteria and on the ranking evaluation; price alone shall not be determinative. The District and its architect may discuss with the selected Proposer options for cost reduction. If the District is unable to reach a contract agreement with the selected Proposer, the District shall terminate further discussions and proceed to the next Proposer in the order of the selection ranking until a contract agreement is reached or all proposals are rejected.

Statutory Bonds for performance of the contract and for payments of mechanics and materials shall be required in an amount equal to 100% of the accepted proposal.
The District reserves the right to hold all proposals for forty-five (45) days from the Proposal Receipt Date without action, to reject any or all proposals, to waive irregularities, and to require statements or evidence of proposer’s qualifications, including financial statements.
