The USDA, Rural Utilities Service has received an application for financial assistance from Cypress Springs Special Utility District.
The proposed project consists of constructing a new 250,000 gallon ground storage tank, a 200,000 gallon elevated storage tank, a raw water intake structure, raw water main, and expanding the existing Water Treatment Plant #1 from a 1.0 MGD plant to a 2.0 MGD plant in Franklin County. There are no significant impacts to or conversions of prime farmland, wetlands, floodplain, or historic properties.
As required by the National Environmental Policy Act, the Rural Utilities Service has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environment and for which an Environment Impact Statement will not be prepared. The basis of this determination is there are no mitigation measures necessary for this project.
