CITY OF MOUNT VERNON GENERAL ADMINISTRATION SERVICES CONTRACT REQUEST FOR LETTERS OF INTEREST NOTICE OF INTENT TO CONTRACT
Notice of Invitation: The City of Mount Vernon intends to enter into a fixed-fee contract with a prime provider, pursuant to 23 CFR Part 172, and Chapter 2254, Texas Government Code, and 43 TAC §§9.30-9.43, to provide general administration services. Payments will be based on the achievement of negotiated project milestones. To qualify for the contract award, a selected prime provider must perform a minimum of 30% of the actual contract work. To be considered, the proposed team must demonstrate that they have an understanding of the requirements and work to be performed under the contract.
City of Mount Vernon Safe Routes to School Project Description: The City of Mount Vernon has been awarded funds under a TxDOT Safe Routes to School Program project CSJ# 0901-21-018 for the construction of ADA accessible sidewalks and improvements to pedestrian/bike crossings in the vicinity of Mount Vernon Elementary, Mount Vernon Intermediate, and Mount Vernon High School in the City of Mount Vernon including the following:
o ADA Accessible Sidewalks
o Pedestrian/Bike Crossings
Major Work Categories: Letters of Interest (LOI) must address the firm’s/team’s knowledge, capabilities, and experience in the following general administration work categories:
· Knowledge of the Statewide Transportation Enhancement Program approval process and local administration of enhancement projects
· Environmental Review
· Labor Standards Enforcement
· Financial Management
· Pre-Audit Compliance Review & Documentation
Services Required: A general administration service provider will be contracted by the City of Mount Vernon to work closely with the engineering consultant on the Safe Routes to School Project. The general administration consultant’s focus will be on administrative compliance and financial documentation; establishing and maintaining a well-organized document retention system for project monitoring by the Department, and later for audit purposes. The environmental investigations and the preparation of environmental documentation may be shared between the project engineering consultant and the general administration service provider. The work to be performed will consist of develop and maintain records that document compliance with the extensive terms and conditions of the Advance Funding Agreement.
Proposed Contract Duration: Two years from date of execution, or until all Project work activities have been completed to the satisfaction of the Texas Department of Transportation, whichever is greater.
Letters of Interest Deadline: Letters of Interest will be received until 5:00 pm. Central Standard Time on August 26, 2011. Letters of Interest received after the submittal deadline will not be considered. Interviews will be conducted with firms and individuals that submit Letters of Interest. The Letters of Interest and interview will be evaluated and scored. The final selection of the successful firm will be based on the results of the score achieved.
Selection Criteria: The City of Mount Vernon will evaluate the Letters of Interests using the following criteria:
· Previous Experience of the firm or team working with state departments of transportation.
· Previous experience of the firm or team with projects funded under the US Department of Transportation.
· Previous similar project-related experience of the firm or team in the major work categories identified in this notice

Letters of Interest Requirements: The Letters of Interest must include the following information:
1. Names of primary team members (i.e. who will lead the design effort; surveying effort; environmental investigations and documentation effort, etc).
2. The qualifications of these primary team members.
3. Relevant past project experience of both the primary team members and the firm.
4. Lists of reference for both the primary team members and the firm (please provide addresses, telephone numbers & fax numbers).
Mail & Delivery Instructions: Letters of Interest must either be mailed or hand-delivered (faxed materials will not be accepted). Each Letters of Interest must be submitted to the City of Mount Vernon in a sealed envelope that carries the NAME of the individual or firm submitting the Letters of Interest with the following NOTATION:
