Franklin County has received a grant award from the Office of Rural Affairs within the Texas Department of Agriculture (TDA) for water improvements to benefit households served by Cypress Springs Special Utility District through the Texas Community Development Block Grant Program.  The County is requesting that qualified firms or individuals submit a proposal for grant management services or engineering services.  The same firm cannot be awarded both contracts.

Proposals must be received by Cypress Springs Special Utility District no later than 10:00 a.m. on Tuesday, November 15, 2011 to be considered.  The County reserves the right to reject any or all proposals as per the Texas Professional Service Procurement Act and the Uniform Grant and Contract Management Standards.
