Kemp addition, Franklin County, Texas. The first reading of the request will take place in the Franklin County Commissioners Court,200 North Kaufman, Mount Vernon, Texas on November 28, 2011, at 9:00 a.m. and the second reading will take place in the Franklin County Commissioners Court, 200 North Kaufman, Mount Vernon, Texas on December 12, 2011, at 9:00 a.m..
