Public Notice - ADVERTISEMENT AND INVITATIONS FOR BIDS - City of Mount Vernon - 5/09/2019

The City of Mount Vernon will receive bids for the Water Treatment Plant Improvements, TxCDBG Contract No. 7218320 until 2:00 PM on Tuesday, June 4, 2019 at Mount Vernon City Hall, 109 N. Kaufman, Mount Vernon, TX 75457. At the time stated, bids received will be publicly opened and read aloud.


Bids are invited for several items and quantities of work as follows:

Water treatment plant improvements including rehabilitation of sludge piping and sludge lagoons.
Contract documents including bid proposal forms, plan sheets, and specifications for the Project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com.  

Please submit questions for the project 72 hours prior to bid opening through www.civcastusa.com in the Q&A portal.

Addenda will be posted at www.civcastusa.com.  You will be notified of addenda automatically through email if you downloaded your plans and specification via civcastusa.com.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Mount Vernon or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin.  Adherence to the Locality’s Section 3 Policy is required for contracts and subcontracts in access of $100,000).

The City of Mount Vernon reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Mount Vernon for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.

ALL CONTRACTORS and subcontractors with agreements valued greater than or equal to $25,000 must have an active registration with the System for Award Management (www.SAM.gov) AND have been cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor.
