Public Notice - Advertisement and Invitation for Bids - 11/22/2012

The City of Mount Vernon will receive bids for the Sidewalk Improvements – Main Street , TCF Contract No. 711302 until 2:00 pm on Thursday, December 13, 2012 at Mount Vernon City Hall, 109 N. Kaufman, Mount Vernon, TX 75457. At the time stated, bids received will be publicly opened and read aloud.
Bids are invited for several items and quantities of work as follows:

Construction of new ADA compliant         concrete sidewalks along the south       side of U.S. Highway 67 (Main  Street) from Kaufman Street to Houston  Street including ADA compliant curb ramps, concrete curb and gutter, asphalt concrete paving, handrails, street lights, fire hydrant assembly, and associated appurtenances.

Contract documents including bid proposal forms, plan sheets, and specifications for the Project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com.  Printed copies of the Contract documents may also be viewed at the Engineer’s office, 140 E. Tyler St., Suite 600, Longview, TX 75601, Telephone 903-236-7700.

Please submit questions for the project 72 hours prior to bid opening through www.civcastusa.com in the Q&A portal.

Addenda will be posted at www.civcastusa.com.  You will be notified of addenda automatically through email if you downloaded your plans and specification via civcast.com.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Mount Vernon or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Office of Rural Community Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex age or national origin.

The City of Mount Vernon reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by City of Mount Vernon for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award.

All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
